It would take a few generations of un-brainwashing for that to be seen as a valid consideration.
The closest one can get today is asking if $xxx is going to be spent on your health care who do you think would make a better decision o how to spend it - you or the government.
IIRC the concept of health care 'insurance' as a right started with employer supplied health care during WWII. Ironically that was in response to government mandated wage controls.
