Retiring Sen. Carl Levin will vote against the Keystone XL oil sands pipeline, the Michigan Democrat told reporters Monday, leaving Senate backers still a vote shy of passing a bill to green-light the Canada-to-Texas project.
"I'm voting against the pipeline because it bypasses the environmental impact statement, which should not be bypassed," Levin said, ending speculation that he might give it the thumbs-up when the Senate decides whether to move to a vote Tuesday.
Sens. Mary Landrieu, D-La., and John Hoeven, R-N.D., are lead sponsors on the legislation, which has the support of all 45 Senate Republicans. The House passed identical legislation Friday that was sponsored by Rep. Bill Cassidy, R-La., who faces Landrieu in a Dec. 6 runoff for her Senate seat.
President Obama has signaled he'd veto the legislation because he said it circumvents the State Department review process, to which Levin alluded. The TransCanada Corp. project, which has been under federal review for more than six years, needs 60 votes to pass.
