I see the implication that homosexuals are unable to choose to be celibate (or at minimum not promiscuous) as an extension of the destruction of traditional judeo christian morality for heterosexuals. This in turn is based upon a denial of the dark side of human nature. Progressives believe all bad things are the result of inadequate micro-managing by big government and their minions.

The denial of any personal responsibility began with teens and condoms, "They're going to do it so teach them how to do it safely" And this denial has morphed to every imaginable place because people don't want to be told what to do nor take any responsibility for doing bad things. EBT fraud cannot be curbed as no politician wants to tackle the topic. We're undisciplined and we like it that way.
